These notes are intended to help applicants
with the task of completing their application for Licentiate
membership linked with practitioner
registration.
Criteria 1.
Qualifications.
Here the institute is asking applicants what qualifications they
hold in the field of assessment and verification related to vocational
qualifications. In the main this will be the old NVQ D series
of qualifications or the new Assessment and verification units
(A&V units). Where an applicant’s work is with workbased
qualifications that don’t come within the remit of the NVQ
requirements the institute will expect them to hold qualifications
which are specified by the body which regulates and awards the
qualifications being assessed. The institute expects candidates
to provide evidence of the qualifications claimed.
Criteria 2
Work as an assessor or internal verifier.
For the award of the Licentiate candidates are required to show
that they have performed the job role of either or assessor and
internal verifiers with all the commensurate responsibilities
for a minimum of 12 months. Candidates need to secure support
for their experience claims by getting a more senior manager to
countersign their application form.
Criteria 3
Maintained your Occupational Competence.
It is important that all workbased assessors and verifiers are
up to date and competent themselves with the work sills and competencies
they are assessing and verifying in others. Thinking of airline
pilot training as an example will illustrate this requirement
very well. No one would expect someone who is not absolutely competent
himself or herself as a pilot to assess the skills and competence
of others to fly the particular aeroplane in question. Similarly
the institute needs to be assured that candidates for registered
practitioner status are up-to-date in their occupational skills
in the jobs/skills they are assessing others to perform. The institute
needs to know how, and how often, this updating is carried out.
Again the institute needs all claims to be counter signed by a
line manager.
Criteria 4
Continuous Professional Development (CPD).
The world of education and training is changing at a very fast
rate. The world of industry and commerce is changing at an even
faster rate. To ensure workbased training and associated qualifications
are up-to-date and fit for purpose they need to be kept constantly
under review. It is vital that those employed to assess candidates
and verify their traing are fully up-to-date themselves with standards,
regulations and expectations. The institute requires evidence
that applicants engage such updating and a log of how they do
so. This evidence should be attached to the application.
Criteria 5
Knowledge and understanding of quality assurance policies.
NVQ qualifications are expected to be fit for their purpose in
terms of their relevance to employers needs. When training learners
to the output standards specified by a particular NVQ it is important
for assessors to have a grasp of the standards expected of their
own employing organisation and that of the learner’s employer.
In other words assessors and verifiers need a grasp on three sets
of standards, those of the specification for the NVQ s themselves,
the quality assurance standards of their own employer and the
quality assurance standards of the learners employer. Only in
this way can the training be flexed to meet the need of a particular
employer but in the overall context of NVQ standards.
Applicants are required to state how they keep themselves aware
and up-to-date with these three areas of quality assurance with
supporting evidence wherever possible attached to the application.
